Knowledge on financing basic services in protracted crises, whether driven by conflict, climate shocks, or macroeconomic stressors, remains fragmented across sectors and research programmes, limiting opportunities for cross-sector learning. As shrinking aid budgets and shifting geopolitics prompt donors to reassess their roles, this forum aims to synthesise knowledge on best practices and translate it into practical guidance for policy and programming in protracted crisis contexts.
Convened by the ERICC consortium with ODI finance experts across Development and Public Finance, Humanitarian Policy, and Politics and Governance groups, the event will bring together donors, policymakers, researchers, and implementers working across education, health, and social protection to identify best practices and ways forward.
To surface actionable lessons, the event will feature speakers from several fragility-focused research consortia including BASIC (Better Assistance in Crises) protection, ReBUILD (Rebuild for Resilience), and STAAR facility (Social Protection Technical Assistance, Advice and Resources), as well as key multilateral and bilateral donors.
The event will open with evidence on how financing landscape evolves across crisis phases across sectors, highlight case studies of effective external aid that strengthens domestic capacities, and draw out implications for restructuring aid going forward.
